As in most Eastern images, Stephen is shown with a censer and book, and not stones. The censer and book refer to two of the deacon's functions during the sacred liturgy. The long, loose vestment is called a sticharion in the East, similar to the Roman dalmatic. The long band of cloth is an orarion, the symbol of an Eastern deacon's office.

I am not familiar with Syriac, so I cannot say whether the inscription at the bottom identifies Stephen specifically.
